Senate delays telecom immunity vote until after july recess

ivantheshifty writes with news of a delayed vote (failed filibuster attempt aside) on the updated FISA bill which has been discussed here recently, in particular because it would grant telecom companies immunity (under certain conditions) from suits for wiretapping conducted at government request. According to the Associated Press story carried by the Washington Post, "Sen. Russ Feingold, D-Wis., and more than a dozen other senators who oppose telecom immunity threw up procedural delays that threatened to force the Senate into a midnight or weekend session. The prospect of further delays was enough to cause Senate Majority Leader Harry Reid, D-Nev., to postpone the vote until after the weeklong July 4 vacation."

Now.Imperfect writes "In its last day of session, the Supreme Court has definitively clarified the meaning of the Second Amendment. The confusion is whether the Second Amendment allows merely for the existence of a state militia, or the private ownership of guns. This ruling is in response to a case regarding the 32-year-old Washington DC ban on guns." This is one of the most-watched Supreme Court cases in a long time, and Wikipedia's page on the case gives a good overview; the actual text of the decision (PDF) runs to 157 pages, but the holding is summarized in the first three. There are certainly other aspects of the Second Amendment left unaddressed, however, so you can't go straight to the store for a recently made automatic rifle.

After reading it, one gets the impression that the state of air traffic today could only come due to criminal neglect or mischief. If one looks at pictures of airline flights from the 1960s, you will see well-dressed passengers enjoying their flight. In 2008, barely a day goes by without an incident of air rage, from irate passengers in the terminal, to those in the air causing flights to be diverted. Fordham Institute in Washington, increased emphasis on helping students with a history of lower academic achievement results in lower performance for high achievers. This trend appears to be related to the No Child Left Behind Act. Essentially, programs designed to devote a large number of resources to assisting students who are deemed to be 'significantly behind' leave little room for encouraging continued academic growth for higher-performing students."

SputnikPanic writes "Tim Russert, NBC News' Washington bureau chief and moderator of the popular Sunday talk program Meet the Press, has died of an apparent heart attack. He was 58. Russert was known as an even-handed journalist who did not shy away from asking direct and often difficult questions of politicians regardless of their political persuasion. Earlier this year, Russert had been named by Time Magazine as one of the '100 most influential people in the world.'"

beebee and other readers sent word that the US Supreme Court has, by a 5 to 4 majority, ruled that the Constitution applies at Guantanamo. Accused terrorists can now go to federal court to challenge their continued detention (the right to habeas corpus), meaning that civil judges will now have the power to check the government's designation of Gitmo detainees as enemy combatants. This should remedy one of the major issues Human Rights activists have with the detention center. However, Gitmo is unlikely to close any time soon. The NYTimes reporting on the SCOTUS decision goes into more detail on the vigor of the minority opinion. McClatchy reports the outrage the decision has caused on the right, with one senator calling for a Constitutional amendment "to blunt the effect of this decision."

I pulled some strings and got our news director to send out one of our reporters. I would link to the original video on the KVEW website, but the video is screwing up on the badly designed, WMP only website. So I uploaded the package to youtube for everyone on Slashdot to enjoy. Roland Piquepaille writes "Many of today's underwater robots need to periodically come up to the surface to communicate with their human supervisors. But researchers at the University of Washington (UW) have developed a new kind of underwater vehicle. The 'Robofish' can work cooperatively with each other. 'The Robofish, which are roughly the size of a 10-pound salmon, look a bit like fish because they use fins rather than propellers.' According to the researchers, such robots 'could cooperatively track moving targets underwater, such as groups of whales or spreading plumes of pollution, or explore caves, underneath ice-covered waters, or in dangerous environments where surfacing might not be possible.' Further information and more pictures are also available for these autonomous fin-actuated underwater vehicles."

Software update shuts down nuclear power plant

Garabito writes "Hatch Nuclear Power Plant near Baxley, Georgia was forced into a 48-hour emergency shutdown when a computer on the plant's business network was rebooted after an engineer installed a software update. The Washington Post reports, 'The computer in question was used to monitor chemical and diagnostic data from one of the facility's primary control systems, and the software update was designed to synchronize data on both systems. According to a report filed with the Nuclear Regulatory Commission, when the updated computer rebooted, it reset the data on the control system, causing safety systems to errantly interpret the lack of data as a drop in water reservoirs that cool the plant's radioactive nuclear fuel rods. As a result, automated safety systems at the plant triggered a shutdown.' Personally, I don't think letting devices on a critical control system accept data values from the business network is a good idea."
