| States throw out electronic voting machines Davide Marney passes along an AP story about the thousands of voting machines gathering dust in warehouses across the country after states such as California, Ohio, and Florida have banned their use. Many of these machines cost $3.5K to $5K each. Local election boards are struggling to find ways to recover any of the cost of the machines, or even to recycle them. The picture in Ohio is the most confusing, as multiple court cases limit the state's options and result in a situation in which the discredited machines will nevertheless be used in the presidential election coming up in November. The state's new (Democratic) attorney general has just issued a rule banning the practice of election workers taking the machines home with them the night before elections. | Bottom of the barrel book reviews — the lost blogs We get a lot of books for review here at Slashdot. Most are sent out to users on our reviewer list within a few weeks. Others become part of an impressive wall of books on my desk before they find a home. There are a choice few however that are doomed to never see the inside of a Fedex box. This is mostly due to the complete and utter stupidity or absurdness of their subject matter. I've decided to give these failed intellectual endeavors a chance and explore just how big a waste of time a book can be. We start scraping the bottom of the barrel with a little number written by Paul Davidson called, The Lost Blogs. Read below to find out just how bad it got. | Doubts on yahoo's human rights code of conduct Ian Lamont writes "The US Senate has been pushing American technology companies to work with rights groups to develop a human rights code of conduct, which would help to guide their overseas activities. Yahoo now claims that it has established the 'core components' of a global code of conduct, and a more complete version will be ready this fall. However, the Industry Standard notes that there's a fundamental flaw with such efforts: US law is not world law. Following the local laws is a requirement of doing business in any country, and conflicts between corporate ethics and the law of the land in which these corporations do business are inevitable. The US Senate's push for such a code was prompted by a number of incidents, including Yahoo's complicity in the arrest of Chinese dissidents and a Chinese journalist." | Anti-net neutrality astroturfer exposed I Don't Believe in Imaginary Property writes "Ever wonder about all those groups claiming Google had a 'search monopoly' (as if there are no other search engines), or worse, coming out against Net Neutrality? CNet has a story about a shady DC lobbying group called LawMedia Group, being paid by Microsoft and Comcast, that is behind many of these attacks. That said, it's a mystery why they weren't able to pay more authoritative groups than the American Corn Growers Association or the League of Rural Voters to weigh in on technical matters. As a computer geek from corn country, I wouldn't solicit their opinion on tractor repair, let alone Internet policy." Anti-net neutrality astroturfer exposed

| Kansas nerd uses net to shake up political fundraising ghostlibrary sends a note about Sean Tevis, an information architect in Kansas, who is running for state representative with the help of an xkcd lookalike cartoon and grassroots Net-based fundraising. Tevis had garnered more than 6,000 contributions, most of them small, from around the country, far out-fundraising his opponent. Major news outlets have picked up the story as a harbinger of 21st-century Net-based political campaigning. Reader ghostlibrary adds, "As a bonus, Tevis cites xkcd intentionally (rather than just ripping it off without crediting it) and, well, it's actually funny." | Biologists create genetic map of europe Death Metal Maniac brings us a story from the New York Times about a team of scientists who were able to relate genetic differences to geographical origins. Countries such as Germany, Austria, and France occupy the central area of the genetic map, with Italy, Finland, and the UK being relative outliers. Quoting: "All the populations are quite similar, but the differences are sufficient that it should be possible to devise a forensic test to tell which country in Europe an individual probably comes from, said Manfred Kayser, a geneticist at the Erasmus University Medical Center in the Netherlands. ... Genomic sites that carry the strongest signal of variation among populations may be those influenced by evolutionary change, Dr. Kayser said. Of the 100 strongest sites, 17 are found in the region of the genome that confers lactose tolerance, an adaptation that arose among a cattle herding culture in northern Europe some 5,000 years ago." Update: 08/16 15:11 GMT: Reader iminplaya points out the source article, which contains the technical details behind the study. Biologists create genetic map of europe

| Us broadband won't catch up with japan's for 101 years An anonymous reader writes "Internet speeds of users nationwide shows that the United States has not made significant improvements in deploying high-speed broadband networks in the past year, and if the average US Internet speed continues to improve only at the same rate it did from 2007 to 2008, the country won't catch up with Japan's current download speed for another 100 years, according to findings released by the Communications Workers of America's (CWA's) Speed Matters campaign." With enough statistical mangling, nearly anything can be presented as plausible, but that's not enough to cover up my envy of Asian broadband speeds. Us broadband won't catch up with japan's for 101 years

| Fallout 3 edited version to hit australian shelves UgLyPuNk contributes this excerpt from Internode Games Network, which might interest Australian readers in particular: "Just last week, we told you that Fallout 3 had been resubmitted to the Classifications Board, in the hope that it would be deemed suitable for Australian audiences. While the Classifications Board can take between a few days and a few weeks to hand down their decision — it seems that the edits made to the Bethesda Softworks title have been successful, with the second edition of the game granted a new MA15+ rating this afternoon. We don't yet have the details of the decision, but are currently finding out just what was changed in the game in order to secure the new rating — and release in this country." | The pirate bay blocked in italy imhassan tips us to news that The Pirate Bay has been blocked in Italy. Other attempts to block the popular P2P site have been somewhat less than successful. From TorrentFreak: "Pirate Bay's IPs and the domain name are inaccessible, as they are blocked by ISPs all over the country. Whether these blocks will be very effective, however, is doubtful, since The Pirate Bay has already announced several countermeasures. An insider working at an Internet provider in Italy told TorrentFreak that all the relevant large access ISPs in Italy have complied with the request to block the popular BitTorrent tracker, which was sent out yesterday. Italy is taking a stand against BitTorrent sites, so it seems. Two weeks ago, the largest Italian torrent site, Columbo-BT, was shut down by the same prosecutor who is responsible for the Pirate Bay block." The pirate bay blocked in italy
